It's a hoax.

 

Whoever did the editing and put the subtitles wanted to have some fun.

 

My Russian is quite rusty and not that good at all but from what I gathered the news anchor was reporting how the Canadian police discovered some marijuana plantation guarded by 13 black bears and a Vietnamese pig ... and a raccoon(?)

 

Then came the uncontrollable laughter. :-)
