Based on his body and locale I believe that he's a short, muscular, bald attractive man who at one time was associated with Beto Puma. He's been around for a long time, but his pictures change from time to time and are probably up to date. He may even have reviews but he changes his name on his ad from time to time as well, so finding them or any reference to him in the forum will be difficult.

I have not seen him here before, but his ad does say "inactive." I will add that "inactive" doesn't necessarily mean that they are unavailable. One of my favorite 'go-to' guys in LA would post that periodically, but he was still available. Sending a short email might get a response.

He's been advertising for years. I've always seen him advertise under the name Rocco. There may be some old threads on the Forum- more likely in the Deli as I'm pretty sure his ad on Rentboy is more for escorting.

I don't believe that Palm Springs Rocco is the same guy as the Rocco in question by the OP. The locales don't coincide and the two men are of different reported heights.
