Listening to President Bush's vow of "zero tolerance for looters" and the National Guard's shoot-to-kill orders, I was reminded of Defense Secretary Donald Rumsfeld's memorable comments on the looting that took place in Baghdad after we overthrew Saddam Hussein: "Freedom is untidy. Free people are free to make mistakes, commit crimes and do bad things. It's not unusual in countries that experience significant social upheaval. Stuff happens."
