escort agency regulation

The Los Angeles County Code, Chapter 7.38, regulates

escort agencies (fairly strictly). For example:

 

"Every escort (at an agency) shall furnish satisfactory

evidence of good moral character of such escort on a

form approved by the tax collector and shall register

with the tax collector, the tax collector shall deliver

such evidence to the sheriff." (section 7.38.080)

 

I wonder how this compares to regulations in other cities,

and if it has anything to do with why L.A. seems to have

relatively few agencies.
