Posts are listed chronologically so when someone adds a response with "bump", it brings the thread back up to the top of the Forum (hence adding fresh eyes to it) and thus possibly getting someone who hadn't seen it earlier to respond.

 

When you click on someones profile, there's an option to "Start conversation". That is just between the two of you, ie: a private message.

I could see how a newbie to this forum would think "bump" is some code word for some thing to happen

He's from Maryland, and the University of Maryland-College Park (main campus) has as its mascot a terrapin, terp for short.
